El Salvador | 17 December 2025 The Global Environmental University of America has conferred the prestigious Doctor of Science (D.Sc.) – Honoris Causa upon Professor (Dr.) Raj Kumar Goswami, former Commodore of the Indian Navy, in recognition of his outstanding accomplishments in public life and his exceptional contributions to education, research, technology, and societal development. The honorary doctorate was awarded on the recommendation of the Dr. S. Radhakrishnan Teachers’ Welfare Association, and formally conferred by the Senate of the University under its official seal at El Salvador, marking a significant international recognition of a lifetime devoted to service, scholarship, and leadership
Dr. Goswami’s professional journey spans more than three decades of commissioned service in the Indian Navy, culminating in his retirement as Commodore in November 2020. During his naval career, he held several critical appointments across warships, shore establishments, and command headquarters, contributing decisively to India’s defence preparedness and technological self-reliance. His work encompassed radar and communication systems, underwater communication, weapon and sensor integration, information technology management, and large-scale naval modernisation initiatives. Among his most notable contributions was his involvement in the design and development of an indigenous data link communication system for Indian Naval warships, a strategically vital project that strengthened secure naval communications and indigenous capability building
An alumnus of IIT Delhi, where he completed his M.Tech in Radar and Communication, Dr. Goswami later earned his Ph.D. in Electronics and Communication Engineering from Andhra University. His academic foundation is further strengthened by multiple postgraduate qualifications in management, leadership, and organisational studies from reputed national institutions. This rare combination of deep technical expertise and formal management training enabled him to effectively bridge technology, leadership, and governance, both in uniform and in academia.
Following his distinguished naval career, Dr. Goswami transitioned seamlessly into higher education, where he has continued to leave a lasting impact. He currently serves as Principal of Gayatri Vidya Parishad College of Engineering for Women (Autonomous), Visakhapatnam, where his leadership has been instrumental in achieving major institutional milestones. Under his stewardship, the college secured NBA reaccreditations, attained NAAC ‘A’ grade accreditation for the first time, obtained permanent affiliation and autonomous status, and expanded academic capacity in emerging technology domains. His administrative approach emphasises quality assurance, faculty development, student-centric learning, and ethical academic governance.

A prolific scholar, Dr. Goswami has authored over 90 peer-reviewed research publications in international and national journals and conferences, including IEEE, Springer, Elsevier, and other reputed platforms. His research interests span digital and wireless communication, underwater acoustics, sonar image processing, error-control coding, machine learning applications in communication systems, and signal processing. He has also authored and co-authored 15 books across technical, management, leadership, and literary genres, reflecting his multidisciplinary intellectual engagement. Several of his works in Hindi and English poetry, notably Pyar ki Abhilasha, Judai ki Kashish, and Anchored in Dreams, have been widely appreciated, earning literary awards and national recognition
Dr. Goswami’s innovative spirit is further evidenced by multiple patents and design registrations granted in India and the UK, including work on trellis coded modulation systems, Li-Fi-based data transfer devices, AI-enabled health monitoring systems, and high-performance antenna designs for 5G networks. These contributions underscore his commitment to translating research into practical, socially relevant technological solutions.
The citation accompanying the Doctor of Science degree highlights Dr. Goswami’s role in promoting education, fostering equity, and advancing a just and inclusive society through sustained professional service and intellectual leadership. Over the years, he has delivered invited talks at premier academic institutions and defence academies, mentored doctoral scholars, and actively engaged with professional bodies as a Senior Member of IEEE and Fellow of several national and international engineering institutions.
