Swatantrata Center Welcomes Telangana Government’s Vision 2047 and 24×7 Market Reform

Agency News

Hyderabad, December 10, 2025: Swatantrata Center, a public policy think tank working on economic freedom, welcomed the Telangana Government’s announcement of 24×7 markets and night-time economy initiatives in the Telangana Rising Global Summit 2025 and the Vision 2047 document.

The organization expressed happiness that a proposal they have been advocating for many years—making Hyderabad a 24×7 economic hub—has now been formally included in the State’s long-term plan.

Speaking about this development, Ranjith Kumar Duguntla, Co-founder & Director of Swatantrata Center, said:
“This announcement is a major milestone for us. We have been proposing a 24×7 market and night-time economy model for years, and it is encouraging to see these ideas reflected in the Vision 2047 document. Round-the-clock business is not only about extended hours—it is about creating more opportunities, improving quality of life, and building an inclusive and vibrant economy.”

Since 2019, Swatantrata Center has actively pushed for 24×7 operations through policy meetups, Swatantrata Yatra, research briefs, and direct representations to the government.

Their major efforts include:

Support for G.O. Ms. No. 04 (2023) permitting 24×7 shops

Requests to reinstate the G.O. in July 2024

Presentations to Telangana officials in the USA (August 2024)

A detailed petition posted to CM Revanth Reddy on December 4, 2025

Their economic research shows:

USD 1.5 billion (₹12,549 crore) annual economic addition in Hyderabad

350,000–400,000 new jobs by 2035

₹8,500 crore impact and 175,000 jobs in tier-2 cities with 2 AM extensions

Vision 2047: Strong Alignment with Swatantrata’s Proposals

The Vision 2047 document outlines Hyderabad’s transformation into South Asia’s Night-Time Capital, featuring:

Freedom-based governance

Appointment of a Night Commissioner

Notified 24×7 Night-Time Economy Zones

Smart lighting, women’s safety measures, and CCTV

Late-night mobility up to 2 AM

24×7 modern markets and Hawker Centres 2.0

Swatantrata Center noted that many of these elements closely match the ideas they have promoted for years.

Recommendations from Swatantrata Center

The organization recommends:

Worker safeguards and fair overtime

Strong night-time safety systems

Clear administrative coordination

A compliance-based model instead of permission-heavy processes

They emphasized that there is no legal restriction on 24×7 operations, and the government’s support will significantly boost jobs, tourism, and investment.
